The short answer

Commercial rooftop solar has quietly created one of the best pigeon habitats in the UK built environment. The gap between the underside of a panel and the roof sheet is typically warm from the array, sheltered from wind and rain, invisible to predators and completely undisturbed. Birds find it within a season. Once a colony is established under an array, the array is no longer just a generating asset, it is the nesting site for everything that then fouls the roof, the gutters and the yard below.

This guide is for the person responsible for either the roof or the array, or increasingly both: an estates manager, a technical manager, an FM contract holder. It sets out what actually happens under a panel, what it costs, and how a proofing specification is written. Why do birds nest under solar panels?

Because the void ticks every box a ledge-nesting bird is looking for. Feral pigeons and gulls both want somewhere flat, dry, warm and enclosed on at least three sides, and a standard commercial array on a flat or shallow-pitched roof provides exactly that, repeated across hundreds of square metres.

The warmth is the part people underestimate. Panels run well above ambient temperature in daylight and hold that heat into the evening, so the void stays usable through months when open roof would not be. That is why solar-related bird activity in the North West does not follow a neat summer pattern and often runs far later into the year than expected.

Access is also easier than it looks. The clearance under a panel on a ballasted or rail-mounted system is usually generous enough for a pigeon to walk in at the eaves edge and keep walking. Birds do not need a gap that looks like a doorway, and they will use the lowest row as the entry point and then move deeper into the array.

What does bird activity under an array actually cost?

Three separate costs, and they are worth separating because they land on different budgets. Generation loss is the one that gets noticed, blocked drainage is the one that causes damage, and the wider fouling problem is the one that reaches your audit file.

The generation loss is usually the smallest of these numbers and the easiest one to measure.

On a food manufacturing or food retail site the compliance line is the one that matters most. How is a solar array actually proofed?

With a mesh fitted to the perimeter of the array itself, closing the void at every open edge, fixed to the panel frame or the mounting rail with purpose-made clips rather than to the roof. That distinction is the whole job. Nothing should penetrate the roof membrane and nothing should clamp onto the panel glass or the panel edge seal.

Mesh gauge is chosen for the target species and for the wind exposure of the roof. The mesh also has to allow airflow, because a panel that cannot vent runs hotter and generates less, so a solid skirt is the wrong answer even though it looks tidier. Where an array has internal gaps as well as a perimeter, for example around an inverter position or a walkway break, those edges need closing too or the birds simply use the internal route.

The warranty question, answered honestly

Ask two questions before anyone fits anything: does the clip system fix to the frame or rail rather than the glass or the roof, and has the array owner checked the specific panel and mounting warranty terms. A frame-fixed, non-penetrative mesh is normally compatible with commercial array warranties, but the warranty is a document held by the asset owner, and we will not tell you what your particular one says. Check it, in writing, before install.

When should proofing go in, and what has to happen first?

Ideally before the birds arrive, which in practice means at array commissioning or at the first scheduled panel clean. Retrofitting to an occupied array is entirely normal, but it takes longer because the void has to be cleared and the nesting position established first.

The sequence on an occupied array

1  Survey the array and the roof together

Record the entry points, the extent of nesting, the mounting system, the fixing options and the access constraints. Establish whether nests are in use, because that governs the timing of everything that follows.

2  Establish the legal position

All wild birds are protected under the Wildlife and Countryside Act 1981 and a nest in use cannot be deliberately destroyed or obstructed. On a gull-nested array this can push the install to a specific window in the year.

3  Clear and wash the void

Nest material, fouling and debris removed under a task-specific method statement with appropriate respiratory protection, and drainage checked and cleared at the same time.

4  Fit perimeter mesh

Mesh clipped to the array frame or rail at every open edge, including internal edges, with airflow maintained and no roof penetration.

5  Design in access

Removable sections at inverter positions, string junctions and anywhere the array maintenance team needs to get under a panel, so the next visit does not involve cutting the mesh.

6  Document and set an inspection interval

Before and after photographs, the mesh specification as fitted, the licence position where relevant, and a stated inspection interval filed with the array maintenance records.

The gull case deserves a specific mention. Gulls are considerably more determined than pigeons, they nest on flat commercial roofs across Merseyside and the wider North West, and an established gull colony on a roof with an array is a much harder proposition than a pigeon problem. Timing is everything, and the pre-nesting window is when the work is possible.

What can the site team do between visits?

Watch the array and keep the roof boring. Solar-related bird activity is one of the more visible pest problems on a commercial building, so the site team is well placed to catch it early.

Practical checks for a rooftop array

  • Look along the eaves row of the array from a safe position each month, specifically for feathers, nest material or birds walking in at the edge.
  • Treat an unexplained drop in string output as a possible soiling issue and check it against the monitoring data.
  • Include the array perimeter in the roof drainage check, because that is where nest material collects first.
  • Log every bird sighting on the roof in the pest file with a date, so activity shows as a trend rather than an anecdote.
  • Brief roof contractors that the mesh is a pest control measure and must not be cut for access without arranging reinstatement.
  • Report any displaced panel, loose rail or damaged mesh section straight away, because a single open edge reopens the whole void.
  • Keep the yard below clear of food waste so there is less reason for a colony to hold on the building at all.

Why not just deter the birds instead?

Because deterrence does not work on a void. Visual deterrents, bio-acoustics and similar systems can influence where a bird chooses to sit on an open roof, but they have very little effect on a bird that is already inside a sheltered cavity, and habituation is rapid. On a solar array the honest answer is exclusion or nothing.

This is also why humane methods first is a workable principle here rather than a compromise. Closing the void removes the nesting opportunity without touching a bird, which is both the lawful route and the effective one. The British Pest Control Association position on bird management follows the same hierarchy: proofing and exclusion first, everything else afterwards and only where justified.

Why does this need a specialist rather than the array maintenance contractor?

Because it is two competences at once. The bird side needs someone who knows how pigeons and gulls actually use a void and can specify a mesh that holds through a winter. The array side needs someone who will not stand on a panel, will not fix into a roof membrane and understands that they are working around a live DC installation that cannot simply be switched off at a socket.

The work also has to be documented to the standard both files expect. Work at height on a fragile roof needs a method statement, the right access equipment and a rescue plan, in line with HSE expectations for roof work. Frequently asked questions

Will bird proofing reduce the output of the array?

A correctly specified mesh should not, because it is fitted to the perimeter and sized to maintain airflow under the panels. A solid skirt or an undersized mesh can raise operating temperature and cost you output, which is why the specification names a mesh gauge rather than just saying proofing. In practice the recovered generation from unfouled panels usually outweighs any airflow effect.

Does fitting proofing void the solar panel warranty?

Not normally, provided the mesh clips to the panel frame or the mounting rail and nothing fixes to the glass, the edge seal or the roof membrane. The warranty is a document held by the asset owner, so check the specific terms in writing before install rather than relying on a general assurance. Can proofing be fitted while birds are nesting under the panels?

Not where a nest is in use, because all wild birds are protected under the Wildlife and Countryside Act 1981 and a nest in use cannot be deliberately obstructed. On a gull-nested array that can mean waiting for a specific window, which is the main reason these jobs are best planned ahead of the nesting season rather than during it.

How is fouling cleaned off panels safely?

Under a task-specific risk assessment and method statement, with appropriate respiratory protection for dried droppings and with access equipment suited to the roof type. Do we need proofing on a ground-mounted array as well?

Usually much less, because a ground-mounted array does not offer the same enclosed warm void above a building and does not put fouling onto your roof or into your gutters. The issues on ground mount tend to be vegetation, rodents in cable trays and occasionally nesting in inverter housings, which is a different specification and worth surveying separately.

Proofing an array before it becomes a roof problem

The cheapest time to proof a commercial solar array is before anything nests in it, and the second cheapest is now. If you have feathers along the eaves row, nest material in the gutters or an unexplained dip in generation, the void is already occupied.
